I detta examensarbete i Agronomprogrammet med inriktning på landsbygdsutveckling
undersöks kommunbygderådets roll i Hedemora kommun. Syftet är att beskriva
kommunbygderådets funktioner i kommunen, med fokus på kontakten mellan
kommunstyrelse, kommunbygderådets styrelse och dess medlemsföreningar. Studien
tar sin utgångspunkt i kvalitativa intervjuer, med personer från kommunen,
föreningslivet och kommunbygderådet. Det teoretiska ramverket utgår ifrån teorier
om demokrati och organisering med inriktning på lärande, samverkan, och delaktighet.
Kommunbygderåd har förutsättningar att bidra med en fördjupad demokrati genom
att fungera som en kommunikationskanal mellan politiker, tjänstepersoner och
landsbygdsbor. I Hedemora finns det dock skilda förväntningar på kommunbygderådets
roll, vilket försvårar arbetet och skapar spänningar mellan aktörer. För att
kommunbygderådet ska stärka sin roll som demokratibärare finns det ett behov av
att tydliggöra rådets roll gentemot både tjänstepersoner, politiker och föreningar.
Föreningarna har liten kunskap om kommunbygderådet och är i låg grad delaktiga i
rådets arbete, vilket gör att kommunbygderådets demokratiska legitimitet kan ifrågasättas. |

The distance between citizens and municipal management increased with a serie of municipal mergers which took place in Sweden during the second half of the 20th. Mergers meant bigger and fewer municipalities which led to a change in the structure of rural areas around the country. The municipal rural network (Kommunbygderåd) was formed as a part of the organization ”All Sweden Should Live” work to support and organize local development groups. The municipal rural network consists of local community group and organizations at the municipal level, where groups can interact with each other and with the local authority. This thesis examines the role of the municipal rural network in Hedemora municipality. The aim is to describe the functions of the municipal rural network in the municipality, with a focus on the contact between the Municipal Board, the municipal rural network board and member associations. The study is based on qualitative interviews, with people from the municipality, local organizations and the municipal rural network. The theoretical framework is based on theories of democracy and focusing on learning, collaboration and participation. The municipal rural network has the potential to contribute to a deeper democracy by acting as a communication channel between politicians, officials and the rural people. However, there are different expectations on the role of the municipal rural network, which complicates the work and create tensions between actors. To the municipal rural network to strengthen its role as a democratic medium, there is a need to clarify the role of both vis-à-vis the persons municipal rural network, politicians and unions.
