description Energy and food are basic needs in the whole world. The development of biofuels and energy crops are ongoing and the development goes fast. In the African countries Uganda and Kenya with their partly dry areas and where people are starving due to lack of food is the question of how to handle bioenergy development an important topic. Researchers, economists, politicians and the agricultural sector has different opinions if growing crops for energy- and biofuel production can coexist or not with food production. The proponents means that with development follows capital, knowledge and increased possibilities and the more negative points out the lack of influence, transparency, ownership, more land grabbing and foreign influence as problem areas. This development is ongoing today and cannot be stopped. The way to handle the situation for the politicians in Uganda and Kenya are to thoroughly follow this development and continuous try to implement regulations, laws and rules that minimizes the risks and improves the possibilities.
