description The purpose of this work is to study a circulation project in Enköping municipality, where the society’s rest products are used to make beneficial products. In Enköping the rest products from waste treatment plants and private sewers are used to fertilize and irrigate Salix plantations that later are harvested and burned at the local combined heating and power plant, ENA Energy AB, to produce electricity and heat. Possibilities to apply this kind of project on a municipality in Russia are also explored. Guryevsk municipality in Kaliningrad region was chosen since there is a need to improve energy systems and reduce emissions to water and air. This municipality strives to become environmentally friendly. It is a little bite lager than Enköping municipality, but in the city of Guryevsk the population is half of Enköping’s. The biggest difference between these municipalities is that the population in Guryevsk municipality is more spread out. Three quarters of the population lives in small villages and the rest lives in Guryevsk city. Guryevsk municipality is a good example of where the circulation project would be a success. It would reduce emissions of nitrogen and phosphorous to the Baltic Sea and also reduce emissions of green house gases into the air. This project would not only fit Guryevsk municipality but also other municipalities of the same size and composure as Guryevsk and Enköping around the Baltic Sea.
