description This paper explores user participation as a tool in the planning process in which three examples are presented where user participation has been used as a method. These examples are furthermore analysed by using a literature study. The findings show that user participation has had a successful impact in creating an attractive environment for the intended target group. Within these three examples, the projects were created to target groups that are usually omitted in the democratic realm, thus involved in the process. The reason why the projects had a successful outcome was because of the form of these target groups; it was homogenous and small groups that were allowed to participate throughout the planning process in a close cooperation with decision makers. Another reason to the success of the two swedish projects was that the municipality was able to use the scope in the swedish law regarding planning and construction that enable user participation to the fullest.
