The purpose of the essay is to describe discussions about security in planning contexts in Sweden. Written material from three levels of the discussions has been studied: Swedish research, governmental directives and practisers. I have tried to obtain a variation in types of material. The material has been compared within as well as between the different levels of the discussions so as to find differences or likenesses in the use of the words security and safety and how they are discussed. The comparison showed that the word security was used far more frequently than the word safety, which was used almost exclusively in the context of traffic safety.It also shows that there are reasons to discuss security from a gender perspective as well as that user participation is crucial when solving security problems in society. A general opinion is that security should be dealt with locally and that no general national guidelines can be produced. Security is connected to fear and that is why different views on fear is of great importance when deciding on different levels what is to be done to improve security. Fear can be well-founded or irrational, the opinion on research and practiser level is that it is of no importance which is the case, fear is a problem either way. In the governmental directives, on the other hand, there is a conviction that fear is due mostly to crime and that a more secure city can be created with crime prevention. The connection "reduce crime – increase security" is frequently noticed. |

The connection "reduce crime – increase security" is frequently noticed. Uppsatsens syfte är att beskriva hur diskussioner om trygghet ser ut i planeringssammanhang i Sverige. Skrivet material från tre nivåer av diskussionen har studerats: svensk forskning, statliga direktiv samt praktiker. En spridning av olika typer av material har eftersträvats. Materialet har sedan jämförts både inom och mellan olika nivåer av diskussionen för att finna eventuella skillnader eller likheter i hur begreppen trygghet och säkerhet används och hur de diskuteras. Av jämförelsen framgår att begreppet trygghet används i betydligt större utsträckning än begreppet säkerhet som nästan uteslutande används i bemärkelsen trafiksäkerhet. I uppsatsen framgår att det finns anledning att diskutera trygghet ur ett genusperspektiv samt att brukarmedverkan är centralt när trygghetsproblem skall lösas. En allmän åsikt är att trygghet bör behandlas på lokal nivå och att generella, nationella riktlinjer för trygghet inte är möjliga att framställa. Trygghet hänger samman med rädsla och därför har synen på rädsla stor betydelse för hur man på olika nivåer anser att trygghet bäst uppnås. Rädsla kan vara befogad eller inte och uppfattningen på forskningsnivå och praktikernivå är att det inte spelar någon roll vilket som är fallet, rädslan är ett problem oavsett. I de statliga direktiven finns det däremot en övertygelse om att rädslan främst beror på brottslighet och att man med brottsförebyggande åtgärder kan skapa en tryggare stad.
