In Santiago, situated in the thirteenth region of Chile, Región Metropolitana, lives
6,5 million inhabitants. The major part of the solid waste produced in the region is
landfilled on three different sanitary controlled landfills situated outside the city
center. In order to present different solutions to the present treatment, incentives
have been taken to start a cooperation project between Chile and Sweden in which
this report is a part.
After a short introduction to the project in Sweden the main part of the study was
performed in Santiago. The inventory part of the study aimed to map the current
system of solid waste management in Santiago and to find a suitable place to
establish a pilot plant for waste incineration. A facility in the municipality of
Quilicura was chosen and an incineration plant was dimensioned based on the
energy need of the industry. In the study the environmental impacts of the
industries´ current energy system plus the waste handling system was compared to
the environmental performance of an alternative system with a waste incineration
plant.
The results of this study show that the environmental impacts of the alternative
system are lower for all the studied impact categories. The study also shows that,
according to a rough economic analysis, the alternate system is profitable compared
to energy production with fossil fuels. The quality of data in some areas is
uncertain. In the categories of Acidification, Eutrophication and Air quality – dust,
where the difference of the environmental performance between the systems are
small, the results could be affected if different assumptions and data were chosen.
The study also identifies that further investigation is needed about the local aspects
of emissions referring to Santiago's extreme geography and poor air quality. |

I Santiago, som är beläget i Chiles trettonde region, Región Metropolitana, bor cirka 6,5 miljoner människor. Nästan allt hushållsavfall som produceras i regionen läggs på tre stora deponier belägna på platser en bit utanför stadskärnan. Det samarbetsprojekt mellan Sverige och Chile där detta arbete ingår som en del syftar till att hitta alternativa behandlingsmetoder för avfallet. Syftet med detta arbete var att utreda om avfallsförbränning med energiutvinning skulle kunna vara ett miljömässigt motiverat alternativ till deponering av avfall i Santiago, Chile. Studien genomfördes med livscykelanalys som teoretisk bas. Efter en kort uppstart av projektet i Sverige med bland annat ett studiebesök hos Borlänge Energi så genomfördes största delen av arbetet med informationsinsamlingen på plats i Santiago. Genom studiebesök, intervjuer och litteraturstudier så kartlades Santiagos nuvarande system för behandling och omhändertagande av hushållsavfall. Samtidigt gjordes en översiktlig kartläggning över vilka industrier som är stora energiförbrukare och en industri valdes ut som lämplig för en eventuell pilotanläggning för avfallsförbränning. En förbränningsanläggning dimensionerades efter industrins värmebehov och ligger till grund för storleken på den funktionella enheten i rapporten. I studien så jämförs miljökonsekvenserna för industrins nuvarande energisystem plus systemet för den nuvarande avfallsbehandlingen med miljöpåverkan från den nya förbränningsanläggningen där både energiproduktion och avfallsbehandling slås ihop. Denna rapport visar att det alternativa systemet har mindre miljöpåverkan för alla miljökategorier som valts ut i studien. Datakvaliteten på vissa delar av informationen i rapporten är osäker och kompletterad med svenska värden. De miljökategorier där skillnaden mellan systemen är så liten att resultatet lätt kan förändras är försurning, eutrofiering och luftkvalitet – stoft. Denna studie visar även att dessa typer av system enligt en grov kalkyl kan vara ekonomiskt lönsamma jämfört med förbränning av fossila bränslen.
