Rågsved is a suburb south of Stockholm. Just outside the centre of this suburb, a small industrial area called Snösätra, is located. In a few years time the leaseholds for the small industries will expire and the key question is: What will happen then? This is my general concern and it was the main cause for me to start this particular work.
How do you attend to a place that appears like blank sheet of paper? To an empty page that can be filled with an infinite number of different formulations. This was my first consideration and I realized that the only way to solve the problem was to do a careful examination of the place. I chose to ask the citizens for help in this survey and at the same time I did an accurate documentation of the whole process.
The final structure of the thesis consists of three parts.
In the first part I have tried to find out how work with citizen participation can appear today and what kind of a role the landscape architect can play in these projects. I have met people that have their own experiences, thoughts and ideas around the subject of citizen participation. By talking to these persons I have created a stable basis for my own reflections and points of standing.
The second part consists of a documentation of my own citizen participation-project, called 1+1=3, which I have run in Rågsved. In this project I have tried to develop the form of the traditional, public consultation meeting. And I have tried to answer the question of how to give a heterogeneous group of people a possibility to get engaged in the issue of the future function of the industrial area called Snösätra. The project ended up in an "open house"-meeting just outside the subway station in Rågsved and another meeting in Rågsveds Folkets hus a few weeks later.
The final chapter of the thesis consists of a conceptual outline of the future site. I have merged the physical conditions of the site with the result from the citizen participation-project. My intention is that the concept will work as a basis for further discussions and maybe constitute a foundation for a more profound design programme to be developed in the future. |

Detta arbetes tema är medborgarmedverkan i planerings- och designprocessen, det vänder sig till blivande och yrkesverksamma landskapsarkitekter och ska verka som tankeväckare och inspirationskälla vad gäller arbetsmetoder och hur vi ser på vår yrkesroll. Strax utanför Rågsveds centrum, söder om Stockholm finns ett litet industriområde, kallat Snösätra. Inom några år kommer arrendekontrakten för verksamheterna i området att löpa ut och i och med detta öppnas det nya möjligheter för något annat att hända där. Frågan är alltså vilken funktion som ska tillskrivas denna industritomt i framtiden. Detta är mitt generella problem och det egentliga skälet till detta examensarbetes tillkomst. Hur tar man sig egentligen an en plats som är som ett oskrivet blad? Ett blankt ark som kan fyllas med oändligt många alternativa formuleringar. Det var min första fundering och jag insåg att det enda sättet att lösa detta problem är att göra en grundlig undersökning av platsen. Jag valde att ta medborgarna till hjälp i detta inventeringsarbete och samtidigt noggrant dokumentera hela processen. Arbetets slutliga form består av tre kapitel: 1. Kunskapsinhämtning och ställningstaganden 2. Den undersökande landskapsarkitekturen 3. Gestaltningskoncept I det första kapitlet har jag försökt ta reda på hur arbete med medborgarmedverkan kan se ut idag, hur olika samrådsformer kan ta sig uttryck och vilken roll vi som landskapsarkitekter kan ha i sådant arbete. Genom att träffa och samtala med människor som på olika sätt själva har erfarenhet, tankar och idéer kring medborgarmedverkan i samband med planering och landskapsarkitektur har jag skapat mig en bas för egna ställningstaganden och reflektioner. Den andra delen består av en dokumentation av mitt eget medborgarmedverkansprojekt, kallat 1+1=3, som jag har bedrivit i Rågsved. I det arbetet har jag försökt utveckla formen för traditionella samrådsmöten. Jag har försökt svara på frågan hur man kan ge en mer olikartad, brokig grupp av medborgare en reell möjlighet att engagera sig i en specifik fråga och vidare faktiskt påverka planeringsoch designarbetet. I detta fall handlar det om den framtida funktionen för Snösätra industriområde. Det hela resulterade i ett ”Öppet hus” utomhus, i Rågsveds centrum samt ett återkopplingsmöte i Rågsveds Folkets hus. Det avslutande kapitlet utgörs av ett gestaltningskoncept för det framtida markområdet. Här har jag bakat ihop platsens fysiska förutsättningar med resultatet från medborgarmedverkansprojektet. Detta har mynnat ut i ett koncept som är tänkt att ligga till grund för framtida diskussioner och för ett eventuellt framtagande av ett gestaltningsprogram.
