The purpose of this study was to investigate how the planning organisation in the municipality adapts to new regulations for impact assessment of comprehensive plans required by the Planning and Building act. Secondly the purpose was to partly participate in the early stages of the planning process and thereby indicate and identify possible environmental impacts regarding the aspects of land and water. This was done as a case study in a well defined part of the process. The case study was performed within the municipality of Tierp and their process in developing a new comprehensive plan. As an example a specific piece of land was defined as a hypothetical developing area for performing of the impact assessment. Two hypothetical scenarios of the future development of this area were discussed. My own understanding of the process with impact assessment increased hopefully by doing this.
The process with developing the comprehensive plan was a very open process both internally
and externally. The planner needs to mediate between politicians and citizens as well as
leading the process with planning and impact assessment, assisted by a working group of civil servants within the municipality. All kinds of planning and environmental issues were continuously discussed, formal and informal, within the municipality. All drafts and
suggestions were displayed on a notice board in the office to stimulate discussions among the civil servants in weekly held open planning meetings. The planning process is initiated from two future visions in order to discuss in consultation and given an opportunity to choose the final contents and directions of the comprehensive plan to come. It would have been desirable with a clearer scope of the most important forthcoming environmental impacts at this early stage, together with a brief impact assessment for the future visions.
Scenarios are useful tools, especially in the early stages of the planning process, to predict possible environmental impacts and the plan might stand out clearer with different
perspectives of what it can lead to in the future. The use of scenario technique on a realistic example gives you a certain freedom in setting up a study without loosing too much in credibility. In addition to that can a specific and well defined developing area illustrate how to perform impact assessment in practice. The combination of a case study and an example of impact assessment will definitely give valuable experience to coming impact assessment practitioners. |

I det här arbetet beskrivs hur en svensk kommun integrerar miljöaspekter i den översiktliga planeringen. Införandet av direktivet 2001/42/EG om bedömning av vissa planers och programs miljöpåverkan i den svenska lagstiftningen bör leda till förändringar i hur kommuner behandlar miljöfrågor i arbetet med nya översiktsplaner. Detta kan skapa nya förutsättningar för den kommunala översiktliga planeringen framöver. Syftet med arbetet var att undersöka hur kommunen tolkar och tillämpar nya bestämmelser för miljöbedömning av en översiktsplan enligt plan- och bygglagen. Syftet var även att delta i en del av kommunens arbete med miljöbedömning för att se hur man i ett tidigt skede i planprocessen kan indikera och identifiera eventuell påverkan av miljöaspekterna mark och vatten. Arbetet utfördes som en fallstudie av en begränsad del av processen med integrering av miljöbedömning i översiktsplaneringen. Fallstudien utfördes i samband med Tierps kommuns framtagande av en ny översiktsplan. Ett mindre geografiskt område valdes ut som hypotetiskt exempel för konkret miljöbedömning med hjälp av scenarioteknik, varigenom min egen förståelse för processen med miljöbedömning ökade. Arbetet med Tierps översiktsplan präglades av stor öppenhet såväl inom kommunen som med aktörer utanför kommunen. Planeraren är processledare och kommunikatör mellan politiker och medborgare samt leder planering och miljöbedömning med stöd från tjänstemän i en arbetsgrupp. Planfrågor och miljöfrågor diskuterades kontinuerligt både formellt och informellt inom kommunens organisation. Planprocessen kunde följas internt då aktuellt arbetsmaterial anslogs för att få in synpunkter att diskutera vid regelbundna öppna arbetsmöten. Planarbetet utgick från två alternativa visioner som stimulerade till diskussioner i samrådsskedet med en möjlighet att senare välja hur den färdiga planen skulle utformas. Önskvärt hade varit att avgränsa miljöbedömningen lite tydligare inledningsvis samt att en enklare konsekvensanalys eventuellt kunde ingått i samrådshandlingarna. I arbetet konstateras att scenarier är användbara för att indikera eventuell miljöpåverkan, speciellt i ett tidigt samrådsskede, dessutom blir det tydligare att förstå olika utfall av planen och sannolika konsekvenser när det beskrivs ur flera olika framtidsperspektiv. Att använda ett väl avgränsat område är ett bra sätt att åskådliggöra arbetet med en konkret miljöbedömning av miljöaspekterna mark och vatten utifrån givna scenarier. Ett realistiskt och hypotetiskt exempel erbjuder även en viss frihet i hur arbetet i praktiken läggs upp utan att förlora trovärdigheten. Fallstudien i kombination med en hypotetisk och konkret bedömning av ett exempel ger definitivt nyttiga erfarenheter för blivande miljöbedömare.
