The paper also gives introduction to communication theory as well as to present forest policies in Sweden. Explanations of the most common concepts and terms in forest conservation is presented and such a understanding is necessary if the reader is to acquire enlightment from the material and the following discussion. This paper focus on a conflict between the county administrative board, a Swedish regional authority, and a private forest-manager. This is a case where the manager feels that the authority is forcing a sale of land, because the forest is being turned into a conservation area. The problems are not just economical, the manager feels mistreated and left out of the discussion, and the negotiation is long and problematic as shown in the interview and the case study. In the study, an in-depth interview is made with the manager of the forest, and a case study has been made based on the documents in the case attained from the county administrative board. The documents, combined with the interview show us where the manager feels that problems are rising and why some parts of the discussion becomes problematic. Some of the problems are experienced by the manager as created due to lack of sympathy and empathy for the manager from the authority. Also some unnecessary and sometimes harsh comments made by the authority are shown, some are experienced by the manager to be based on incorrect information. No two forest conservation cases are the same, even if the amount of forest being lost(or saved) and the economic cost are similar for two forest-managers. The cases are not really comparable due to the managers unique contextual factors in the different cases. Nature conservation management is not just about forest and land, it is a field that involves working with people, who are unique and have a need for both communication and information. Experienced lack of information and presented information where there is a need for communication is shown in the two last chapters (oneway communication presented when there is a need for twoway communication).

Detta arbete behandlar sådan kommunikation som kan ge upphov till problem i naturvårdsärenden. Fokus ligger på hur brukare av skogen kan uppleva sig bli behandlad under ärendehanteringen och hur detta kan skapa problem i kommunikationen mellan myndighet och brukare. Arbetet ger även en bakgrund till ämnet kommunikation, samt den nuvarande svenska skogspolitiken. Ingående förklaringar till de vanligaste koncepten och termerna som används inom naturvård ges, en kunskap som är nödvändig för att tillägna sig intervjun och diskussionen på ett upplysande sätt. Arbetet handlar om problem i kommunikationen emellan Länsstyrelsen och en privat skogsbrukare. Det är ett fall där skogsbrukaren upplever det som att myndigheten tvingar fram en försäljning av skogen då ett naturreservat skall bildas av området. Problemen är inte enbart av ekonomisk natur, utan skogsbrukaren känner sig dåligt behandlad och utelämnad ur diskussionen, och hur förhandlingarna blir utdragna och problematiska, vilket visas av intervjun och fallstudien. Arbetet bygger dels på en djupintervju med skogsbrukaren, dels de dokument som Länsstyrelsen tillhandahållit. Fallstudien i kombination med intervjun visar var problem upplevs uppstå och varför delar av ärendet blir till problem. Vissa av problemen upplevs av brukaren ha sitt upphov i brist på sympati och empati för skogsbrukaren från myndigheternas sida. Även några onödiga och ibland hårda kommentarer från myndigheten påvisas i diskussionen, och några kommentarer baseras tyvärr på felaktiga uppgifter, vilka upplevs som ett stort hinder i förhandlingarna av brukaren. Studien visar att två fall inte är jämförbara, även om mängden skog och den ekonomiska kostnaden är den samma så finns det hos skogsbrukarna kontextuella faktorer vilken starkt begränsar möjligheten till att jämföra fall och dra generella slutsatser. Arbetet med naturvård och bevarandefrågor omfattar inte bara mark och skog, utan det är även ett arbete med människor, vilka har ett behov av kommunikation och information.
