The municipalities' purposes with their forests have varied over time, but lately the social aspects have been recognised as interesting. The social values of the forests can be defined as the values from the forests that contribute to the wealth of humans. This has socio-economic importance for the municipalities.
The study was performed as a quantitative questionnaire survey, complemented with qualitative interviews. All Swedish municipalities were asked to participate, but only 57 % replayed. The mean forest area was 1 893 ha among the municipalities that answered the questionnaire. The municipalities' main purpose with their forests was wood production followed by recreation. A big part of the forest management is performed by external contractors. About 25 % of the employed at the municipalities had a higher education in forestry. Only a few municipalities had performed surveys over the number and opinion of visitors to their forests. The majority of the municipalities had a forest management plan. The biggest obstacles for a well functioning forestry were the lack of long-term strategies and high economic demands. For the future many municipalities hope to be able to perform a diversified forestry with more focus on the social values of the forests.
This study indicates that more knowledge is needed among the municipalities regarding the urban forests socio-economic possibilities. The municipalities could benefit from cooperation with other organisations when their own knowledge or resources are limited. It is important to carry out surveys regarding the visitors preferences to the forest, to be able to adjust the forestry management. |

Detta examensarbete är utfört på uppdrag av Skogsstyrelsen i syfte att kartlägga hur landets kommuner nyttjar sina skogar. Undersökningen är av allmän karaktär, med tonvikt mot skogarnas sociala värden. De kommunägda skogarna har tillkommit gradvis under 1900-talet och deras syfte har varierat. I dagens debatt uppmärksammas skogarnas sociala aspekter mer och mer. Skogarnas sociala värden kan formuleras som de värden från skogen som bidrar till människornas välfärd. För kommunerna innebär detta att deras skogar bl.a. kan ge möjlighet till naturturism, en attraktiv boendemiljö samt bättre folkhälsa. Undersökningen har gjorts som en kvantitativ enkätstudie till landets samtliga kommuner. Enkäterna har kompletterats med kvalitativa telefonintervjuer. Undersökningens svarsfrekvens blev 57 %. Bortfallsanalysen visade att de kommuner som inte besvarat enkäten är spridda över landet, hade ett mindre skogsinnehav och ett lägre invånarantal än genomsnittet. Resultaten från undersökningen visar att medelarealen bland de svarande kommunerna är 1 893 ha, men att innehavet varierar kraftigt från kommun till kommun. Kommunernas huvudsakliga syfte visade sig vara virkesproduktion, följt av rekreation. Till stor del förvaltar externa entreprenörer kommunernas skogsinnehav. Av de kommunanställda tjänstemännen som ansvarar för kommunernas skogar har 25 % en skoglig högskoleutbildning. Endast ett fåtal kommuner har gjort undersökningar på hur många besökare deras skogar har, samt hur nöjda besökarna är. Majoriteten av kommunerna har en skogsbruksplan. Kommunerna upplever avsaknaden av långsiktiga strategier för skogsinnehavet samt de höga kraven på skogarnas ekonomiska avkastning som de största hindren för ett väl fungerande skogsbruk. Inför framtiden tror och hoppas många kommuner att de ska kunna bedriva ett mångsidigt skogsbruk med större fokus på skogarnas sociala värden. Studien visar att det krävs ökad kunskap bland kommunerna, om den tätortsnära skogens samhällsekonomiska möjligheter, för att de sociala värdena ska kunna tillvaratas på ett optimalt sätt. Besökarundersökningar behövs bl.a. för att skogens skötsel ska kunna anpassas efter invånarnas önskemål, och därmed öka besökarantalet.
