Explica que, los agricultores por su misma actividad están expuestos al riesgo y la incertidumbre. En los países en desarrollo, una excesiva precaución ante el riesgo puede fomentar actitudes en los agricultores que impiden el desarrollo agrícola. Realiza una evaluación de uno de los métodos de compensación del riesgo: el seguro de cosechas. Presenta la teoría económica que sustenta al seguro de cosechas y la confronta con una serie de cifras y datos estadísticos provenientes de varios países, ubicando ésta dentro de la perspectiva que incluya otras políticas gubernamentales optativas. Indica que, los altos costos en la administración del seguro de cosechas ha provocado el requerimiento de auxilio del subsidio estatal, asimismo del pago de altas primas por parte de los agricultores. Establece que sí, los programas de seguros son usados para el desarrollo agrícola, se debe hacer una cuidadosa revisión para maximizar su eficiencia para ambos: agricultores y gobierno. Ofrece algunas recomendaciones en este punto e indica que cualquier otra política gubernamental alternativa debe demostrar ser más económica, eficiente e innovadora antes de ser aplicada. Incluye al final una bibliografia de 184 referencias, la lista de autores que contribuyeron en el trabajo y un índice de términos. In developing countries, excessive caution against risk can foster attitudes in farmers that impede agricultural development. Conduct an assessment of one of the risk compensation methods: crop insurance. It presents the economic theory that supports crop insurance and compares it with a series of figures and statistical data from various countries, placing it within the perspective that includes other optional government policies. It indicates that the high costs in the administration of crop insurance has led to the request for assistance from the state subsidy, as well as the payment of high premiums by farmers. It states that yes, insurance programs are used for agricultural development, a careful review must be done to maximize their efficiency for both farmers and the government. It offers some recommendations at this point and indicates that any other alternative government policy must prove to be more economical, efficient and innovative before being applied. It includes at the end a bibliography of 184 references, the list of authors who contributed to the work and an index of terms.
