description Five processes have been identified that, working together, will contribute to transforming CATIE from a Center that is financially unstable, with serious constraints on its ability to set its own research, education and outreach agendas, into a Center that is able to efficiently use and build on its experience in these areas to contribute to sustainable development in its member countries and the rest of tropical America. 1) Strengthen the technical areas with human and financial resources 2) refocus the Center’s research and education programs greater emphasis on outreach and problem solving 3) place socioeconomic concerns, and gender, indigenous and minority issues prominently on the agenda of the Center’s research, education, management and outreach programs 4) establish a constructive relationship with the international donor community 5) institute a program of measures aimed at strengthening the Center’s core budget in order to insure financial and operational stability. A program for implementation based on assumption of adequate resources has still to be worked out in detail. However, given the evolutionary nature of the desired changes, it is predicted that there will be a similarly gradual increase in the resource levels required, with maximum demand occurring in 1997-1998.
