Of the $3.5 million associated with gender work, $2 million were dedicated to mainstreaming gender in research and $1.5 million to strategic research. Making the gender budget explicit has not been easy. Some research areas did better than others: it is a more natural fit for the social-science-oriented ones, while technical researcher areas were less successful in integrating gender. But there are now champions in all research areas who can drive the process. Without committing money, promises to work on gender will remain just that. In the future, a carrot-and-stick mechanism is needed, including explicit gender planning and outputs. ILRI’s new management system requires new projects to address gender (unless there is a good reason not to do so).
