Sumario:The paper presents the results of a study to investigate ways to improve the effectiveness of functioning irrigation systems by examining the role of: (a) direct and indirect charges in meeting recurrent costs; and (b) increased farmer participation in system management. Five issues dealing with the pricing and management of irrigation water are examined with conclusions and recommendations included for each. The main conclusion from the study is that the resources for maintaining irrigation inputs must come from the direct beneficiaries.
