| Sumario: | This policy brief analyzes the integration of gender equality and social inclusion within Guatemala’s climate policy framework, with the aim of providing technical evidence to inform the updating of the Nationally Determined Contribution (NDC) and the National Climate Change Action Plan (PANCC). The analysis draws on a review of the literature, institutional interviews, and a systematic assessment of the 22 Departmental Climate Change Adaptation Plans (PDACC), conducted by means of a standardized Excel-based analysis matrix. The qualitative and comparative evaluation of adaptation measures was based on a contextualized GESI framework, grounded in the gender-responsive adaptation dimensions proposed by Dazé and Dekens (2017) and operationalized through the Reach–Benefit–Empower–Transform (RBET) framework developed by Crossland et al. (2022), enabling the classification of actions according to their level of inclusiveness.
The findings reveal significant gaps between national commitments and their implementation at the territorial level. Although 19 of the 22 PDACC explicitly reference a gender approach, most adaptation measures lack clear operational strategies, defined implementation mechanisms, and sex-disaggregated indicators or other relevant social variables. This situation limits the effective translation of gender equality and social inclusion into climate action at the departmental level. The resulting database constitutes a technical input to strengthen territorial planning and support the updating processes of the PANCC and the NDC, highlighting the Gender and Climate Change Action Plan (PAGcc) as a key tool for advancing more inclusive, coherent, and territorially grounded climate action.
Este policy brief analiza la incorporación del enfoque de género y de inclusión social en la política climática de Guatemala, con el propósito de aportar evidencia técnica para la actualización de la Contribución Determinada a Nivel Nacional (NDC) y del Plan Nacional de Acción Climática (PANCC). El análisis se sustenta en la revisión de literatura, entrevistas institucionales y una evaluación sistemática de los 22 Planes Departamentales de Adaptación al Cambio Climático (PDACC), realizada por medio de una matriz de análisis estandarizada en formato Excel. La evaluación cualitativa y comparativa de las medidas de adaptación se basó en un marco GESI contextualizado, fundamentado en las dimensiones de adaptación con enfoque de género propuestas por Dazé y Dekens (2017) y operacionalizado a través del marco Reach–Benefit–Empower–Transform (RBET) de Crossland et al. (2022), lo que permitió clasificar las acciones según su nivel de inclusividad.
Los resultados evidencian brechas relevantes entre los compromisos nacionales y su implementación a nivel territorial. Aunque 19 de los 22 PDACC hacen referencia explícita al enfoque de género, la mayoría de las medidas de adaptación carecen de estrategias operativas claras, mecanismos de implementación definidos e indicadores desagregados por sexo u otras variables sociales relevantes. Esta situación limita la traducción efectiva del enfoque de género y de inclusión social en la acción climática a nivel departamental. La base de datos generada constituye un insumo técnico para fortalecer la planificación territorial y apoyar los procesos de actualización del PANCC y la NDC, destacando el Plan de Acción de Género y Cambio Climático (PAGcc) como una herramienta clave para avanzar hacia una acción climática más inclusiva, coherente y territorialmente anclada. |
