The third, by Bhanwar Singh and Radhika Ramasubban, looks at the performance of an autonomous service agency organized on principles different than those of the typical Irrigation Department: the Kerala Water Authority, although concerned with supplying water for drinking rather than irrigation, suggests some lessons for alternative forms of organizing and managing irrigation.
