| Sumario: | In both developed and developing countries, the forces of globalization, market liberalization, technological progress, and evolving ideas on the role of the public and the private sectors are exerting immense pressure for change. This report describes the principal innovations observed in financing and organizing agricultural research in five developed countries; it also reviews the policy environment to see how this has contributed to the reorganization of research. In throwing light on the factors that need to be taken into account when reforming, the report should prove useful to developing countries. The report is particularly useful in sharpening the focus on the kinds of change that are feasible and desirable.
