This report describes a four-phase framework for decision making to assist directors of national agricultural programs and financial ministries in establishing priorities and policies for national biotechnology initiatives, determining design and implementation objectives, and considering avenues available for technology transfer. The decision-making process stimulates interaction among national, managerial, and research leaders to develop and advance a strategic approach for biotechnology activities that have often arisen independent of one another. |
