Sumario:ISNAR's Medium Term Plan 2004-2006 is specifially designed to address the restructuring process in which it is currently engaged. ISNAR's previous Medium Term Plan (2003–2005) focused on six medium term projects that addressed the following key elements in institutional innovation: policies for institution innovation; linking research and stakeholders; learning for institutional innovation; managing new technologies; building capacities for responding to cross-sector demands; and entrepreneurial partnerships. The MTP 2004–2006 incorporates the recommendations of the 2002 External Program and Management Review panel and the ISNAR Restructuring Team, reducing the number of medium term projects from six to three. ISNAR will discontinue its work on policies for institutional innovation, building capacities for cross-sector demands, and entrepreneurial partnerships. The medium term project of linking research and stakeholders has been expanded to the broader theme of institutional change towards effective innovation systems in general. In the medium term project of learning for institutional innovation, ISNAR's training activities will concentrate on the organization and management of agricultural research. The medium term project on new technologies will concentrate on institutions and organizations for innovation in biotechnology. This third MTP project applies the themes of institutional change and of organization and management to the area of biotechnology. The Restructuring Team identified the two new themes of the first two MTP-projects. ISNAR management added the third project, recognizing the current and future significance of ISNAR's work on agricultural biotechnology.
