description The evaluation is one of the five CRP commissioned evaluations requested by the CGIAR Fund Council, to assist and inform he planning and approval process for Phase II of the CRPs. To assist CRPs in this effort, IEA provided quality assurance advice and support, as well as quality validation and review of processes and outputs. The evaluation addressed six overarching questions: Relevance: Global development, urbanisation and technological innovation are progressing rapidly, are the aims and focus of Grain Legumes coherent, robust, fit for purpose and relevant to the global community? Efficiency: Is the structure and effectiveness of leadership across Grain Legumes developing efficient partnership management and project management across PLs? Quality of science: Is Grain Legumes utilising a wide range of technologies in a way that will increase our fundamental understanding of the biology that underpins several PLs; and are collected data used in the most effective way? Effectiveness: Are Product Lines strategic contributors to the overarching aims and vision for Grain Legumes? Impact: Are the impact pathways that underlie each PL well defined, measureable and achievable; and are they sufficiently defined in terms of beneficiaries? Does progress towards achieving outputs and outcomes from the major research areas indicate a lasting benefit for CGIAR and the communities it serves? Sustainability: Is Grain Legumes managing the increasing level of restricted funding in terms of program quality and effectiveness, including attracting and retaining quality staff?
