The role of government in agricultural innovation: Lessons from Bolivia
Publicado 2007“…However, when trying to manage complex innovation processes involving many and different actors, governments sometimes find it difficult to design effective interventions and therefore end up supporting and managing only the public research and extension organizations that directly depend upon them. With the aid of various donors, Bolivia introduced a scheme in 2001—the Bolivian Agricultural Technology System (SIBTA)—by which government support to agricultural research and extension was partly delegated to regional semiautonomous foundations. …”

Strategies for sustainable agricultural development in the East African highlands
Publicado 1999“…Among these, we suggest that the highest priority for road and irrigation development should be areas close to urban markets with high agricultural potential; that development of input and output markets and credit systems will be most critical in such areas; that increasing food security through increased food crop production or other means is likely to be a key to realizing the potential for more commercial production; that subsidies on the costs of transporting fertilizer to remote, high-potential, food deficit areas should be considered as a lower cost alternative to food aid; and that intensified and more private use of hillsides and grazing areas for sustainable uses such as tree planting may have potential to achieve more rapid and sustainable development of lower potential areas.…”

Enhancing Climate Change Adaptation and Resilience through South-South Technological Innovation
Publicado 2025“…. • Africa must move from aid dependency to African-led investment partnerships, while strengthening self-reliance and regional collaboration. • Technologies must be demand-driven, ensuring smallholder farmers see clear benefits, with actionable solutions linked to local contexts. • Collaboration with national research institutes and centers is critical to co-develop and localize technologies. • Youth engagement, AI, and big data can operationalize anticipatory action when linked to innovation hubs, hackathons, and structured internships. • Inclusive adaptation is essential: co-design with women, youth, persons with disabilities, and pastoralists ensures equitable access and adoption. • Sustainable human capacity requires retention strategies, career pathways, and local innovation centers to prevent brain drain. • Innovative financing, including blended finance and value-chain approaches, can catalyze private investment, ensure inclusion, and create sustainable markets.…”
